Gov. Andrew M. Cuomo signed a bill  on Saturday that gives death benefits to families of frontline workers who have died during the pandemic.

During his daily briefing, which took place in the Bronx, the governor expressed his gratitude toward the essential workers who lost their lives during the pandemic. Benefit details weren't immediately provided.

“We thank you. We grieve for your loss,” Cuomo said. “We will be there for you the way you were there for us.”

Cuomo said he will make a decision next week about the Capital Region entering phase two, but it will be based on data and expert advice.

To the dismay of local leaders, Cuomo made an announcement earlier that the Capital Region would not be going into the second phase this past week, meaning businesses such as hair salons and retail stores could not reopen as planned.

Cuomo emphasized the importance of reopening with caution because there are a lot of unknowns about coronavirus.

“We have been wrong from day one,” Cuomo said of the virus, noting that many thought the virus came from China, but it was actually travellers from Europe that brought it over to New York.

New York City will start to re-open June 8, and the state will be taking a close look at the “hot spots,” or Zip codes with high infection rate. The 10 hotspots are in the Bronx, Brooklyn and Queens, and are predominantly low income and minority communities. There will be more testing sites added to those areas.

He said 67 people died statewide of the virus on Friday, the same as Thursday and part of a continuing decline over the past several days.

Cuomo spent a good portion of the briefing discussing the death of George Floyd, an unarmed black man, by a police officer in Minneapolis, and spoke against the violence breaking out in Brookyn and parts of Manhattan Friday night. Protesters set NYPD vehicles on fire and smashed windshields in tense encounters with police.

"This nation’s history of discrimination and racism dates back hundreds of years. It is abhorrent, and I share the outrage at this fundamental injustice. But violence obscures the righteousness of the message and the mission," he said in a tweet.
