Arizona Republican Party Chairwoman Kelli Ward said her state was "trending in the direction of" President Trump.
Biden held a lead of fewer than 70,000 votes on Thursday, with 88% reporting.
"We are in play," Ward said during a press conference outside the Arizona Republican Party headquarters, pushing back on election night calls by Fox News and the Associated Press that awarded Democratic nominee Joe Biden the state's 11 electoral votes.
"Trump was just behind by 200,000 votes. There were hundreds of thousands of votes that were still out, and even still today, there are hundreds of thousands of votes," Ward continued.
"Arizona is more than set to be able to win," Ward said.
The Trump campaign is suing in several states, arguing that officials are obstructing Republican observers from watching the vote count.
Ward, who led the crowd in a chant of "count our votes," said Republican observers in her state had been "disenfranchised."
"All options are on the table to protect legally cast votes in Arizona," Citizens United President David Bossie said. "Arizona's 11 Electoral College votes are going to be in Donald Trump's column when we get done with this."
On a conference call earlier in the day, campaign manager Bill Stepien predicted, “At day’s end, we will be able to call Arizona in our favor.”
The campaign has argued that the method by which a vote is cast in Arizona is crucial to projections when calling the state and that some analysts have not fully accounted for this in their estimates.
A tracking poll published one day before the election showed Trump surging in Arizona with once-wavering Republican voters and independents.
