Guilderland's new budget reflects continued pandemic recovery - Times Union

GUILDERLAND - Town leaders adopted a $38.3 million budget that increases taxes slightly but restores money in several categories cut back by the pandemic last year.

Still, according to a statement from the town, "lingering impacts" from the pandemic remain; there will be no new borrowing and no drawing from reserve accounts for 2022. Officials will add funds to reserve accounts for improvements. They expect 12.6 percent more income from sales taxes and more in state highway aid.

The town’s general tax rate is 18.6 cents per $1,000 of assessed valuation, an increase of 0.2 percent from the 2021 rate. The overall tax levy (including water, sewer, and highway) increased by 1.9 percent, which is below the state tax.

The budget restores funding for staffing, vehicle replacements, technology upgrades and public improvements, the town says. Here's what other spending is planned:

Salaries will increase 2.5 percent for union and non-union employees

Transfers $583,000 to reserves for capital accounts and revaluation

Pays for an additional building/fire inspector, traffic control officer, and seasonal staff for recreation program

Invests in new software and hardware for virtual broadcasts

Acquires vehicles for building inspector, canine unit, police, and animal
control

Provides for purchasing National Grid’s lights and converting them to LED

Advances funds for renovating the Guilderland Performing Arts Center, and improvements at Abele Park, Altamont Free Library and Mynderse-Frederick House

Includes the town’s share of funding for new sidewalks on Western Avenue to the Guilderland Public Library, on West Old State Road to Lynnwood Elementary, and on Carman Road to Pine Bush Elementary

Invests in new equipment for hiking trail maintenance and fire training
